[Kyowa] The “CEA Group” (Tokyo), which handles school management, announced on the 27th that it will establish an international school for children from Japan and abroad in the Weiss district of Kyowa-cho, Shiribeshi area.
A group subsidiary and Kyowa Town are part of a plan to accept foreign students and other students in the area near the international resort area of Kutchan and Niseko and turn it into an academic city. It has also been decided that a seminar house (training camp facility) for the prestigious private junior and senior high school “Rugby School” will be built on the planned site, and the town expects the population to increase.
The proposed site is town-owned land or private land, and the total area is about 224 hectares, which is equivalent to about 40 Sapporo Domes. A land purchase agreement has already been signed. Although the total cost of the project and the opening date of the school are undecided, the group will gradually develop farms, music halls, student dormitories, teacher housing, hot spring facilities, and parks in addition to the school buildings.
Fu Feifei, the representative of the group, said on the same day, “We have a valuable opportunity to create a campus that makes the most of nature in Kyowa Town and a sustainable town around it. We will add a new perspective of learning to the famous Niseko. This opens up possibilities,” he commented. Kyowa Town Mayor Shinichi Narita said, “I hope that the opening of the school will enhance the town’s brand and lead to population growth and a better educational environment.”
The group operates international schools in Tokyo. In December last year, the subsidiary and the town agreed to cooperate in developing an international education base, aiming to complete the seminar house at Rugby School by 2025.

Niseko is visited only during the winter by the wealthy and does not stay year-round.
